District Judge 1991 - Present

The date of December 8, 1990 is unforgettable. On that day Caddo Parish, at large, voted me in as district judge for Caddo Parish. At age 36, I was among the youngest to ever be elected to the district court.

For over 18 years, I have presided in both the civil and criminal divisions of the court. I have presided in well over 300 jury trials and thousands of hearings and bench trials.




On the civil division, I have presided over litigation involving personal injury claims, contract disputes, medical malpractice claims, zoning disputes and expropriation cases, some involving millions of dollars.

Along with several judicial colleagues, I was instrumental in revising the local civil rules to provide a method to ensure faster trial settings which has aided in the efficient administration of justice. Our local rule was adopted by the Supreme Court and is now (with slight modification) Rule 9.14 of the Louisiana Rules of Court.





On the criminal division, I have presided over some of the most severe and extreme criminal cases including about 10 first degree capital murder cases (5 of which resulted in death penalty verdicts), as well as countless cases of second degree murder, aggravated rape, and armed robbery. My objective is to make certain that justice is achieved in a reasonably swift, fair and impartial manner. My philosophy during my 1990 campaign was a promise that I would be fair but tough on crime and convicted criminals. I have fulfilled that promise.
